🔎 About the Role
As the Health, Safety & Environment (HSE) Manager, you will lead and oversee all occupational health, safety, and environmental strategies across the resort. Serving as the legally registered Professional Safety Officer, you will ensure total compliance with Thai legislation while fostering a culture of safety, sustainability, and continuous improvement.
🌟 What You’ll Do /📋 Key Responsibilities
Regulatory Compliance & Environmental Management: Serve as the officially registered Professional Safety Officer. Manage all legal licenses, statutory reporting to the Department of Labour Protection and Welfare (DLPW), and ensure compliance with Thai environmental regulations (e.g., waste management and sustainability initiatives).
Safety Committee Leadership: Create, run, and provide strategic leadership to the resort’s Occupational Safety, Health, and Environment Committee. You will facilitate regular meetings, drive actionable outcomes, and ensure the committee operates in full compliance with the Thai Ministry of Labour mandates.
Training & Certification Management: Take full ownership of the resort's safety culture. You will be responsible for planning, managing, and executing all mandatory H&S-related trainings and certifications (including basic firefighting, first aid, evacuation, and chemical handling) to ensure 100% compliance with Ministerial Regulations on Fire Prevention and OSH training.
HACCP & Food Safety Oversight: Lead and guide the resort’s HACCP team to implement and audit food safety systems in strict accordance with the Food Act B.E. 2522 and Ministry of Public Health notifications.
Hygiene & Health Oversight: Enforce high sanitary standards across all kitchens, staff canteens, and operational areas. Conduct inspections that meet the Public Health Act B.E. 2535 requirements for businesses hazardous to health, and manage staff health cards.
Audit & Certification Leadership: Direct and manage all internal and external health, safety, and environmental audits, including pre-opening certifications and ongoing compliance checks.
Water Safety & Technical Monitoring: Execute the Department of Health guidelines for water hygiene by verifying biocide/pH levels in pools and cooling towers to ensure the prevention of Legionella and water-borne diseases.
Reporting & Strategic Incident Management: Analyze workplace risks, lead complex accident investigations, implement corrective actions, and submit legal reports to the General Manager and relevant Thai authorities within statutory deadlines. Additionally, coordinate with the RIU Health & Safety leadership team at the head office to ensure the seamless implementation of corporate policies, procedures, and reporting standards.
✔️ What We’re Looking For
Mandatory Legal Requirement: You must hold a valid registration as a Professional Safety Officer as mandated by the Thai Ministry of Labour (Occupational Safety, Health and Environment Act B.E. 2554).
Experience:
Minimum 3 years of experience in a Health, Safety & Environment management role, preferably within a 5-star hotel, resort, or large-scale facility.
Must have proven experience in successfully managing, scheduling, and executing all H&S-related trainings and certifications.
Previous experience in food hygiene management, HACCP implementation, or GMPs is considered a strong advantage.
Education: Bachelor’s or Master’s Degree in Occupational Health & Safety, Environmental Health, Environmental Science, or a related field (required to meet Thai Professional Safety Officer licensing standards).
Technical Skills: Expertise in Thai OSH legislation, environmental compliance, and international safety standards (e.g., OSHA, ISO 14001/45001).
Certifications: Valid First Aid/CPR trainer certification is highly preferred; HACCP Lead/Coordinator certification is a plus.
Language Skills: Strong command of English and Thai (spoken and written) is essential for regulatory liaison, high-level corporate reporting, and effective staff training.
